We are seeking an experienced Senior Strategic Procurement Analyst to support technology and outsourcing procurement for an innovative digital banking organisation. This role focuses on sourcing for cloud platforms, SaaS products, IT infrastructure, cybersecurity solutions, digital services, and key outsourced operations.
You will analyse technology spend, identify optimisation opportunities, lead RFx processes, negotiate commercial terms, and collaborate with Legal, Risk, Compliance, and Technology teams to ensure all vendor arrangements meet HKMA outsourcing and cloud governance requirements.
Responsibilities:
- Analyse technology and operating spend (cloud, SaaS, IT infrastructure, cybersecurity, digital marketing, BPO, etc.) to uncover optimisation, consolidation and cost‑saving opportunities.
- Lead or support end‑to‑end RFx activities for major technology and outsourcing initiatives, including requirements gathering, commercial and risk assessment, and preparation of recommendation papers for management approval.
- Coordinate due diligence for critical and cloud service providers, covering areas such as information security, data privacy, business continuity and financial soundness, in alignment with HKMA outsourcing and cloud governance standards.
- Partner with Legal, Risk, Compliance, Third‑Party Risk Management and business stakeholders to draft and negotiate contracts, SLAs and exit clauses that comply with HKMA requirements on outsourcing, confidentiality, security controls and audit rights.
- Monitor performance of key and critical vendors using KPIs and SLAs, escalate service concerns, and support remediation efforts and periodic vendor performance reviews.
- Maintain up‑to‑date vendor, contract and risk documentation for outsourced and cloud services, ensuring all approvals, assessments and HKMA‑related materials are properly filed and audit‑ready.
- Work closely with Finance and Operations to track spend vs. budget, quantify savings and cost avoidance, and support business cases with procurement insights and assumptions.
- Contribute to enhancing procurement and outsourcing governance frameworks, including policies, templates, playbooks and approval workflows.
- Provide day‑to‑day and ad hoc support to the Head of SCM as needed.
Requirements:
- Bachelor's degree in Business, Supply Chain Management, Finance, Information Systems or a related discipline.
- 2-3 years of procurement, sourcing or vendor management experience, ideally within financial services, fintech, virtual banking or technology procurement in regulated environments.
- Practical experience with sourcing across banking products, marketing, IT, and cloud services (IaaS, PaaS, SaaS, managed services, cybersecurity solutions, data platforms), with understanding of key commercial and risk clauses in tech contracts.
- Familiarity with Third‑Party Risk Management processes (security assessments, data privacy assessments, outsourcing assessments, etc.) and how they influence procurement, contracting and vendor governance.
- Strong Excel skills and proficiency with BI/reporting tools for spend, performance and risk analysis.
