  • Be accountable to the project sponsor for the production of deliverables within agreed timescale, quality and budget
  • Create, manage and resource the IT project budget and plans; Agree and review the plans, costs and resources with the project sponsor
  • Ensure all project commitments are met; monitor and report on progress in accordance with the PMO requirements
  • Diagnose and evaluate potential risks and issues throughout the project; report regularly to the project sponsor with regards to such risks and execute appropriate plans to mitigate them
  • Ensure appropriate standards are adopted and that effective quality controls are built into the project plan and that mechanisms are in place to ensure it
  • Ensure appropriate change management processes are implemented
  • Identify and manage relationships through effective communication with all stakeholders including third-parties and act as the primary point-of-contact
  • Identify, acquire and deploy team members, and manage third-parties to ensure successful project execution


  • Undergraduate qualifications in IT, Computer Science or Engineering
  • 15+ years relevant experience in an IT environment (Project/Programme Management)
  • A strong understanding of IT project management and status reporting in a wide variety of organisations and organization cultures and able to adapt
  • Strong traditional and agile delivery experience being able to act as mentor, coach, and driver of change in processes including the adoption of Scrum/agile practices within a software development team
  • A track record of high quality delivery and demonstrable success
  • A good understanding the software development lifecycle with previous hands on experience
  • Must demonstrate good knowledge of commercial and contractual issues
  • Ability to communicate at all levels within the organisation
  • Strong English language skills (written and spoken)
  • Proficiency in Cantonese and Putonghua (written and spoken) is an advantage
  • PMI Project Management Professional (PMP) certification preferred
  • Agile certification also preferred
