PMO Manager

Responsibilities:

Report to the Head of IT PMO, assist in setting up the Project Management Office from scratch

  • Establish project management and governance model and process, define project performance KPI/metrics, promote and implement the project management practices to various level of stakeholders from management to project teams
  • Conduct regular reviews such that key projects are tracking to defined objectives and key performance indicators, maintain stakeholder alignment, and proactively manage risk to quality and schedule performance
  • Creates transparency on application portfolio progress and health. Design and implement balanced scorecards/dashboards to report on portfolio health, projects, vendors, delivery risks, issues, dependencies and financials. Translate benchmarking results and new/best practices to the IT organization
  • Build relationships with senior leadership and key PMO stakeholders, and act as a trusted advisor. Align IT leaders on PMO responsibilities and establish accountability for standardized processes, reporting, and governance across IT
  • Review project proposals or plans to determine time frame, funding limitations, sourcing approach, delivery method, dependencies and procedures
  • Support management reporting through coordination and communication between business teams
  • Ensure process excellence and continuous improvement of approach and execution
  • Foster continuous learning and cross-team knowledge sharing culture among project delivery groups

Requirements:

  • Bachelor's degree or above in Information Technology, Business Management or related disciplines
  • Minimum of 10 years in IT industry with at least 6 years in IT PMO management and large-scale system implementation
  • Strong knowledge of project management methodologies, best practices, tools adoption (Confluence, Jira, Sharepoint), and project development lifecycles
  • Strong and hands-on track record in running and working on PMO functions in building IT balanced scorecards, KPI management, and operational reporting
  • Extensive experience in setting up PMO governance, standards and relevant policies
  • Outstanding business stakeholder management skills, project management skills, communication skills, analytical mindset, and presentation skills are required
  • Expert proficiency in Microsoft Project, intermediate to advanced proficiency in Microsoft Project Online and Power BI is a plus
  • Good to have PMP, Prince 2, Scrum Master certifications
  • Strong fluency in English and Chinese (both Cantonese and Putonghua) is mandatory
  • Willing to travel when required
