Head of Procurement - Indirect | Quasi-government Organization

Our client is a well-established quasi-government organization. As part of its continued commitment to operational excellence, transparency, and value creation, the organization is seeking an experienced and strategic procurement professional to lead its procurement function.

Key Responsibilities

  • Lead and oversee the organization's end-to-end procurement and sourcing activities, ensuring alignment with corporate objectives and regulatory requirements.
  • Develop and implement procurement strategies, policies, procedures, and controls to enhance operational efficiency, cost effectiveness, and risk management.
  • Establish and maintain robust procurement governance frameworks to ensure compliance with relevant regulations, policies, and audit requirements.
  • Direct all tendering and contract management activities, ensuring fair, transparent, and competitive procurement processes.
  • Provide strategic leadership in supplier selection, evaluation, negotiation, and performance management to optimize value and service delivery.
  • Partner with senior stakeholders across business functions to understand procurement needs and deliver strategic sourcing solutions.
  • Monitor procurement performance through appropriate metrics, reporting, and continuous improvement initiatives.
  • Identify and mitigate procurement, contractual, and supplier-related risks while ensuring adherence to ethical procurement standards.
  • Lead, mentor, and develop a high-performing procurement team, fostering a culture of accountability, professionalism, and continuous improvement.
  • Manage internal and external audits related to procurement activities and ensure timely resolution of findings and recommendations.


Requirements

  • Bachelor's degree in Procurement, Supply Chain Management, Business Administration, Finance, Law, or a related discipline.
  • Minimum 15 years of progressive procurement experience, including significant leadership responsibility within large, complex organizations.
  • Proven experience in governance, compliance, procurement policy development, and risk management.
  • Strong track record in managing large-scale tender processes, contract administration, and strategic sourcing initiatives.
  • Experience working within public sector, quasi-government, statutory bodies, regulated industries, or organizations with stringent governance requirements would be highly advantageous.
  • Strong understanding of procurement regulations, contract law principles, and best practices in ethical sourcing and supplier management.
  • Demonstrated ability to engage and influence senior stakeholders and executive leadership teams.
  • Excellent leadership, communication, negotiation, and stakeholder management skills.
  • Strategic mindset with strong analytical and problem-solving capabilities.
  • High level of integrity, professionalism, and commitment to transparency and compliance.
  • Fluency in English and Chinese (Cantonese and Mandarin) is required.
